A moving city that appears overnight, then vanishes quietly, departing in the mist to a new location. An ephemeral resource—soft infrastructure—changing size and make-up at every visit, adapting organically to the desires of the inhabitants of this super-rural riverside settlement. The Shannon-Erne river system, 278km long with 800km of shoreline, could support 240,000 inhabitants, three times the current population, and be self-sufficient in terms of food and energy use.
